STEPS TO OPEN
Upon completing your attestation, an official from your local jurisdiction may conduct a site visit to review your Covid measures. However, a site visit is not necessary in order to open.
On December 6, the State’s Regional Stay at Home Order was triggered. This order requires bars, wineries, nail salons, hair salons and barbershops, and other personal care services to close. Restaurants can stay open for takeout and delivery only. Non-essential travel is restricted state-wide. The following guidance is subject to change as new information about the order comes from the state and local officials.

When any California region is under a Regional Stay Home Order, no hotel or lodging entity, including Short Term Rentals, in California can accept or honor out of state reservations for non-essential travel, unless the reservation is for at least the minimum time period required for quarantine and the persons identified in the reservation will quarantine in the hotel or lodging entity until after that time period has expired. Additionally, hotels and lodging entities in a county under a Regional Stay Home Order cannot accept or honor in-state reservations for non-essential travel. Hotels or other commercial and residential buildings may offer lodging for essential functions and travel including COVID-19 mitigation and containment measures, treatment measures, accommodation for essential workers, or housing solutions, including measures to protect homeless populations.

OPEN AT 20% CAPACITY (35% FOR STANDALONE GROCERY STORES) In order to ensure that California’s grocery stores are able to safely deliver sufficient quantities of food to California households, it is necessary to ensure capacity for grocery stores. Therefore, in the Regions that are subject to my Regional Stay At Home Order of December 3, 2020, stand-alone grocery stores where the principal business activity is the sale of food may operate at 35% of capacity (based on fire department occupancy limits). All access to grocery stores must be strictly metered to ensure compliance with the limit on capacity. The sale of food, beverages, and alcohol for in- store consumption is prohibited. The County of Ventura has launched a Questions, Compliance & Enforcement Line for our citizens to ask questions or to report possible violations of the County’s recent Stay Well at Home Order as they relate to businesses.
Follow the guidance for the childcare industry to minimize the spread of COVID-19. Review the guidance, prepare a plan, and post the checklist for childcare in your facility to show employees and families that you’ve reduced the risk and are open for operation.
A cohort is a stable group of no more than 14 children or youth and no more than two supervising adults in a supervised environment. The group stays together for all activities, including meals and recreation. And this group avoids contact with anyone not in their group.
Kids and adults in supervised care environments must be in groups as small as possible. Kids and supervising adults in one group must not physically interact with:
Practicing a cohort structure:
The guidance related to cohorts of children and youth sets minimum guidelines for providing specialized, targeted support services, necessary in-person child supervision and limited instruction, and facilitation of distance learning in small group environments in ways that maintain the focus on health and safety to minimize transmission. This guidance enables schools to provide specialized services for students with disabilities and English learners, and in-person support for at-risk and high-need students.
Local educational agencies, nonprofits, or other authorized providers must follow the guidance for cohorts of children and youth in controlled, supervised and indoor environments. These environments include, but are not limited to, the following:
Guidance and directives related to schools, childcare, day camps, and youth sports are not superseded by this guidance for cohorts of children and youth and still apply to those specified settings.

The percent of capacity is a percentage of the fire code occupant load. For businesses that have assemblies, classrooms, dining, drinking, or similar purposes of 50 or more, they should have the total occupant load sign posted inside the business. If a business does not have a sign posted, they need to call their fire department jurisdiction for information.
