What’s open and what is not?
Essential services that protect public health, public safety, and provide essential needs will remain open, such as:
- Gas stations
- Pharmacies
- Food: Grocery stores, farmers markets, food banks, convenience stores, take-out and delivery restaurants
- Banks
- Laundromats/laundry services
- Childcare and daycamps
- Essential state and local government functions will also remain open, including law enforcement and offices that provide government programs and services.
Retailers with modifications to support social distancing. This includes:
- Shopping malls (outdoor)
- Libraries
- Drive-in theaters (with modifications)
- Bookstores
- Jewelry stores
- Toy stores
- Clothing and shoe stores
- Home and furnishing stores
- Sporting goods stores
- Florists
Bars, brewpubs, breweries, and pubs can remain open but only with the following restrictions:
- Offering sit-down, outdoor dining,
- Alcohol can only be sold in the same transaction as a meal,
- Only members of the same household may sit together at a single table,
- Maximum time a patron may be on the premises is 1 and ½ hours, and
- Bars must be closed to the public between 10:00 p.m. and 5:00 a.m.
Wineries and wine tasting rooms may open outdoor operations even if they do not offer sit-down, outdoor dine-in meals. Addition restrictions include:
- Only members of the same household may sit together at a single table,
- Maximum time a patron may be on the premises is 1 and ½ hours, and
- Must be closed to the public between 10:00 p.m. and 5:00 a.m.
Offices (critical infrastructure indoors and outdoors; non-critical infrastructure outdoor only)
Limited services which do not generally require close customer contact, such as:
- Pet grooming
- Dog walking
- Car washes
- Appliance repair
- Residential and janitorial cleaning
- Limited services for places of worship
- Plumbing
Outdoor museums
Music, film, and TV production
Professional sports (without live audiences)
Hotels (for tourism and individual travel)
Campgrounds and outdoor recreation
Casinos
Youth Sports

Businesses that are open must REGISTER and attest that they are adhering to the published guidance and have a prevention plan in place.
Public events and gatherings, like live audience sports
Convention centers
Theme parks and festivals
Indoor playgrounds, like bounce centers, ball pits and laser tag
Saunas and steam rooms
Recreational ADULT team sports (Youth Sports allowed with restrictions)
INDOOR OPERATIONS for the following:
- Dine-in restaurants
- Wineries and tasting rooms
- Movie theaters (Drive-in theaters allowed with adherence to guidance standards)
- Family entertainment centers (for example: bowling alleys, miniature golf, batting cages and arcades)
- Zoos and museums
- Gyms and fitness centers
- Places of worship and cultural ceremonies, like weddings and funerals
- Offices for non-critical sectors
- Personal care services, like nail salons and body waxing
- Hair salons and barbershops
- Shopping malls
- Protests
Before you open, follow the guidelines for your industry. The County of Ventura put together industry guidance templates that can be used to create the mandatory worksite-specific protection plans. Be sure to download the template and REGISTER YOUR BUSINESS IN THE COUNTY HERE. It’s important to REGISTER that you are open and “attest” to meeting the guidelines to operate safely.
